Why Outlook Can Reject a PDF Attachment
An Outlook attachment error does not always mean that the PDF alone exceeds one universal number. The account can apply a per-file rule, an Exchange organization can limit the complete message, and the recipient can enforce a lower incoming limit. Read the exact error before choosing a target.
The complete email can be larger than the PDF on your device. Body text, signatures, headers, other attachments, and transport encoding consume space. Microsoft documents additional encoding overhead in Exchange Online scenarios, so a PDF immediately below a ceiling may leave too little room.
